The Chief Financial and Operations Officer (CFOO) will be one of the executive staff who report to the Chief Executive Officer and will assure: The strategic financial and operational direction of USCJ, and manage the development and/or implementation of new and/or expanded initiatives or special projects in conjunction with the Chief Executive Officer (CEO), the officers of USCJ, and the members of the Executive team. The CFOO will be the chief negotiator of all major transactions and will help to implement organizational change and continue to build and manage effective and streamlined financial and administrative systems, including financial, accounting, legal, information technology (IT), human resources (HR), and physical infrastructure. The CFOO leads and coordinates both operational and financial support to the organization. The CFOO is responsible for the finance unit and is the chief financial spokesperson for the organization. The CFOO reports to the CEO on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new funding.
Duties and Responsibilities:
The duties of the CFOO shall include but are not limited to the following:
• Oversee day to day to day business operations of USCJ.
• Play a meaningful and pragmatic role in maximizing the Finance Department`s impact on and assistance to the achievement of the organization`s Strategic Plan and financial milestones.
• Explore, identify, and propose possible new or enhanced revenue streams for USCJ, and possible business savings.
• Develop tools and systems to provide critical financial and operational information to the CEO and board and make actionable recommendations on both strategy and operations.
• Lead all major transactions utilizing the expertise of necessary consultants whenever deemed necessary and approved by the CEO.
• Oversee along with financial consultants the organization`s Israeli and Canadian operations regarding financial, tax and budget issues.
• Develop and maintain effective working relationships with senior staff and lay leaders, including members of the Audit, Budget and Investment Committees, and the Treasurer and other officers of USCJ.
• Develop and utilize policies, internal controls and audit procedures, and accounting manuals tied to best practices in non-profit organizations and to USCJ`s key missions and goals.
• Develop and effectively utilize efficiencies in systems, procedures, and training to shorten the time periods for ongoing reports and financial statements, so as to increase real time impact of such materials on performance.
• Oversight leadership of staff in performing all accounting transactions and systems` functions, including payroll, general ledger, balance sheet analysis, accounts receivable and payable and reconciliations for a primarily centralized accounting system with headquarters in NYC, and operations throughout North America and Israel.
• Oversee the IT function and in doing so ensure the quality, capacity and operation of critical data management activities, and the effective deployment of technology across the institution.
• Responsible for making hiring recommendations, evaluating, and supervising staff members within the Administrative and Operations divisions.
• In collaboration of other Senior Executive team, ensure the development of metrics to measure success of programs and operations.
• Provide for all staff a strong day-to-day leadership presence; bridge regional operations and “silos," and support an open door policy among all staff.
• Oversight of the preparation of annual and long-range budgets based on broad USCJ goals and growth objectives. Manage costs and cost centers by continually seeking data and providing analysis that will identify opportunities and take action to eliminate non-core costs or programs in conjunction with USCJ`s budget.
• Oversight of all human resources functions and human capital systems.
• Provide lay leadership with appropriate and timely reports and data to ensure maximum decision making capability.
• Together with the Executive and Senior Management team, drive organizational performance through an effective utilization and analysis of metrics, quality controls, dash boards and best practices, with the goal of also using such tools to review and act upon high impact opportunity or problem areas as early as possible.
• Assure the administration of the dues system supporting the Chief Relationship Officer.
• Oversee the critical training and implementation components of the CRM System to maximize its usage and effectiveness by all USCJ staff and volunteers.
• With Senior Management, assess, develop, and evaluate the use and delivery of business products, “tool kits" and materials that strengthen the business side of kehillot.
• Brainstorm, closely with the Director of Human Resources (HR) and the Executive team, on ideas, programs and priorities needed to enhance employee evaluation, performance and satisfaction.
• Assure ongoing operations are aligned with USCJ`s Strategic Plan as it may be modified from time to time.
• Mentor, coach, and work closely with the Operational and Administrative directors and others as directed by the CEO to maximize effectiveness, productivity and organizational objectives.
• Mentor, coach, and work closely with the “F.O.R.T." leadership (IT, Operations, HR) and others as directed by the CEO to maximize effectiveness, productivity and organizational objectives.
• Add business, entrepreneurial, and organization value by working with the CEO and Fuchsberg lay leadership with regard to the restructuring and growth of the Fuchsberg Center and the Conservative Yeshiva.
• Support the CEO and Executive team on projects, requests for proposals (RFP`s)`s and other efforts to maximize the financial resource development of USCJ per the Strategic Plan, as directed by the CEO.
Knowledge and Skills:
• The candidate should be a creative and highly entrepreneurial individual who functions effectively in both independent and collaborative situations.
