The City and County of Denver Technology Services Agency is seeking a Chief Technology Officer (CTO) to continue the transformation of its Information Technology (IT) organization.
The CTO reports to the Chief Information Officer (CIO) and leads six Division Directors in an integrated IT organization including applications development and support, IT operations, knowledge and content management, telecommunications and project management. Additionally, the position collaborates with a strategic team of the executive leadership representing broad interests from departments within the City government structure. The applicant must have a clear vision for steering a large organization in a common direction toward serving citizens, employees and other stakeholders. Technology Services consists of approximately 270 employees with over 42 Million dollars in operating budget and serving a population of over 500 thousand citizens.
Our Technology Services Agency (IT) is using state-of-the-art technologies and methodologies to deliver and improve the systems, applications and operations that we deliver to our Mile High City. We enjoy progressive leadership which is creating initiatives such as Service Oriented Architecture (SOA), Business Intelligence (BI), Identity Management (IM) and Web 2.0 technologies.
The City offers a unique opportunity to work with a diverse business and technology environment on a large scale as we employ over 12,000 people, of which 9,000+ are daily technology consumers in support of a diverse population in excess of 500,000 citizens. Job Responsibilities:
The responsibilities for this position are as follows:
Selection and management of technologies, processes, research and analysis of emerging technologies for the establishment of enterprise standards and re-engineering business processes to streamline services.
Planning, implementing, directing, and monitoring the integration of new technologies into the City's infrastructure, the delivery of on-line government services, and traditional information systems.
Formulating policies, business plans, performance measures, definition of short and long term IT needs, and manage multiple resources, including technical, professional, and management personnel to achieve the best value for the organization.
Developing operating and capital budgets, negotiating contracts with vendors and authorizing procurement, as well as, outreach for IT related customer service, marketing and outreach to City and County agencies and external entities.
Other duties as needed and assigned by the CIO.

Qualifications:
Required Experience (must be demonstrated on application/resume):
Three years of management level work in Information Technology which must have included managing professional level staff in the Information Technology field.
One year of management experience must include business process analysis, budget and fiscal oversight responsibility, policy and decision making experience with planning and organizing multiple programs, projects, operations or functions.
Required Education (must be demonstrated on application/resume):
Bachelors degree in Computer Information Systems, Computer Science, Mathematics, Business Administration, Public Administration, or a related field.
Equivalency: Two years of the appropriate type and level of experience will serve as an equivalency to one year of education (ex: eight years of additional related experience may be substituted for the Bachelors degree)
The ideal candidate will also demonstrate competency in the following areas:
Managing a large and complex organization
Leadership in a diverse and demanding environment
Exceptional interpersonal and communication skills
Strong fiscal and management skills planning and evaluating complex systems
